An efficient bureaucracy is essential for the proper functioning of the state. The state cannot exist without it. However, the bureaucracy can be evil when it serves the wrong cause or when it results in the side effects in the form of bureaucratism. It is a boon when it allows better organize work in a company or an office, and when it protects the common good of society and supports it. Government administration cannot be fossilized, it has to follow the changes and constantly improve itself in a changing world. Persons employed in it must understand the purpose of their work, be characterized by political neutrality, righteousness, including loyalty to the employer and the policy implemented by him, without relating to their likes or dislikes.
