BUREAUCRACY – AN UPHOLDER OF POWER OR THE COMMON GOOD?

Abstract

The social and moral order presupposes the existence of certain institutional regulations
and restrictions, the existence of social control, the cohesion of the rules of conduct applicable in
society, the existence of their relative durability, which gives the basis for their cohesion. This can
be facilitated by a well-functioning bureaucracy. However, its inertia may cause social chaos, for
example revolutions, coups. Among the negatives of the Polish bureaucracy, the most frequently
mentioned are: gigantomania (excessive employment), luxury (granting oneself excessive privileges),
corruption and arrogance of the authorities. The search for the improvement of bureaucracy
is one of the most important contemporary challenges
